D. the Centers for Medicare and Medicaid services
I just need an A,B,C, or D answer. I believe it may be A or D. but im not positive.

This does not answer your question, but something to keep in mind as a backup plan. Most Blue Cross Blue Shield companies offer, “child-only,” policies that are very inexpensive. The coverage will most likely be better.
