Why does America rank lowest in “Health Care Performance”?

According to a study just released by the American Public Health: We are twenty in life expectancy twenty-first in the place of greetings childhood (infant mortality and low birth weight) BUT THE DOUBLE spending money per person that the other countries. Why? Oh, I forgot to mention that the study noted that all these countries, those who pay half or less per capita for better use of health the government get closer to universal healthcare.
